Acting State Chief Prosecutor participates in the presentation of the “Standard Operating Procedure and Form for Imposing the Diversion Measure – Police Warning”

Prishtina, 30 April 2025 – The Acting State Chief Prosecutor, Mr. Besim Kelmendi, participated in the roundtable presentation of the “Standard Operating Procedure and Form for Imposing the Diversion Measure – Police Warning,” drafted by the Kosovo Police with the support of the Coalition of NGOs for Child Protection (KOMF) and UNICEF, within the framework of the project “Protecting Vulnerable Children in Kosovo,” supported by the Office of the European Union in Kosovo.

In his remarks, Acting Chief Prosecutor Kelmendi emphasized the importance of the effective implementation of diversion measures for juveniles. He expressed gratitude to the Kosovo Police, KOMF, and international partners for drafting the “Standard Operating Procedure and Form for Imposing the Diversion Measure – Police Warning,” and congratulated prosecutors who have implemented this measure, which, according to him, is of vital importance in juvenile proceedings.

The imposition of this measure was assessed as a significant milestone, expected to enhance the efficiency of the juvenile justice system, reduce the cost of judicial proceedings—including expenses borne by parties and the state budget—and promote rehabilitation while preventing recidivism among minors.
