Prishtina, March 25, 2025 – The Acting Chief State Prosecutor, Mr. Besim Kelmendi, participated in the roundtable organized by the Council of Europe, titled “Consistency of Jurisprudence and Harmonization of Judicial Practice,” held within the framework of the project “Support for the Constitutional Court in Implementing and Disseminating European Human Rights Standards.”
Speaking about the importance of jurisprudential consistency in professional discussion sessions, Acting Chief Prosecutor Kelmendi emphasized, among other things, that the lack of prosecutors compared to the number of judges—due to insufficient budgetary support from other branches of government—impacts the fulfillment of the fundamental principle of justice: the right to a fair, independent, and timely trial. He stated that this shortage violates the rights of citizens, who rightly expect greater efficiency from justice institutions.
Furthermore, he highlighted that the lack of prosecutors makes participation in court hearings even more challenging and negatively affects the efficiency of handling criminal reports and undertaking procedural actions within legal deadlines.
Additionally, the Acting Chief State Prosecutor stated that ensuring consistency and harmonizing judicial practices when issuing court decisions positively influences the work of the State Prosecutor by fostering uniform practices within the prosecutorial system.
Alongside Acting Chief State Prosecutor Besim Kelmendi, the roundtable was attended by the Head of the Council of Europe Office, representatives from constitutional judiciary institutions, court presidents, the Chief Prosecutor of the Appellate Prosecution Office, representatives of the Kosovo Judicial Council, the Bar Association, the Ombudsperson, civil society, and legal experts.
