Competences of the Commission on Normative Issues:
To review the legal basis for the bylaws and other normative documents, prior to their adoption in the Council, i.e. whether they are in accordance with the Constitution, the laws in force and the existing regulations of the Council;
To analyze and assess the appropriateness of existing sub-legal acts for the functioning of the Council and prosecutions;
Review and prepare recommendations for amending and supplementing regulations, administrative instructions and other documents before they are sent to the Council for approval;
To examine the issues related to the methodology and the unique technique of drafting sub-legal acts;
To supervise the implementation of sub-legal acts;
To examine the other matters set out in this Regulation and the matters which, by a special decision of the Council, are referred to this Commission;
To engage experts as necessary, on certain issues within the scope of the committee with the approval of the Council;
To organize public hearings on certain issues during the drafting of secondary legislation;
The Commission shall contact the other committees of the Council in order to harmonize and unify the working procedures and their organization.
The Chairman of the Committee on Normative Issues is the member of the Kosovo Prosecutorial Council – Prosecutor, Armend Zenelaj, while the members of this committee are the Prosecutor in the Office of the Chief State Prosecutor, Bahri Hyseni and the Prosecutor in the Special Prosecution of the Republic of Kosovo, Ilir Morina.

Competences of the Committee on Budget, Finance and Personnel:
Supports the development of policies for the planning and execution of the KPC budget;
Supports the Budget and Finance Division in the budget planning process and the justification of budget requests addressed to the Assembly of Kosovo;
Advises and supports the Division for Budget and Finance in the selection of instruments and methods for setting standards for economic lines;
Review the annual budget proposal and submit remarks and recommendations;
Provides justifications and arguments in support of the annual budget for presentation and defense before the Assembly of Kosovo;
Reports to the KPC on the execution of the budget on a regular basis, and/or according to special needs;
Reports to the KPC on the problems identified during the execution of the budget that affect the functioning of the prosecution offices;
Communicates with the Parliamentary Committee on Budget and Finance on budgetary issues for the KPC;
Functions as a link between the KPC and actors at home and abroad, such as the Assembly of Kosovo, the media and public opinion, on budget issues;
Drafts reports on the internal needs of the KPC and other information documents for external publication;
Follow the budget planning practices and standards of the countries of the European Union and prepare the basis for the implementation of best practices, as applied, for the KPC;
Supports in assessing the training needs of prosecutors, financial officials, and/or other relevant staff on financial matters and proposes a training program that meets the needs.
Examines the other issues defined by the Regulations and the issues which by special decision of the KPC are transferred to this Committee;
Proposes experts on certain issues within the scope of the Commission with the approval of the KPC.
The Chairperson of the Committee on Budget, Finance and Personnel is the member of the Kosovo Prosecutorial Council – Prosecutor Ariana Shajkovci, while the members of this committee are the Prosecutor of the Special Prosecution of the Republic of Kosovo, Iliriana Collaku-Tafa and the Prosecutor in the Appellate Prosecution, Bedrie Syla-Alshiqi.

Powers of the Committee for the Administration of Prosecutions:
Preparing and recommending policies for the administration of prosecutions, including:
Inspection of record-keeping and evidence in the prosecutor’s office;
Creating and coordinating programs and projects aimed at improving the administration of prosecutions;
Oversee and report to the KPC on the implementation of normative acts, policies and strategies related to the administration of prosecutions;
Recommendations on the activities and requests of the Prosecution Performance Review Unit and the Prosecutors’ Performance Evaluation Commission;
At the request of the Council, addresses other issues related to the administration of prosecutions;
The Commission has the right to establish working groups for the purpose of administering prosecutions;
In its work, the Commission coordinates the work with other committees of the Council on related issues.
The Chairman of the Committee for the Administration of Prosecutions is the member of the Kosovo Prosecutorial Council – Prosecutor Jetish Maloku, while the members of this committee are the Deputy Chief State Prosecutor, Sevdije Morina and the member of the Kosovo Prosecutorial Council – Prosecutor Jovo Radovic.

Powers of the Committee for the Evaluation of the Prosecutor’s Performance:
The Commission issues a final report with the proposal for the evaluation of the respective prosecutor, a report that is submitted to the KPC, no more than one month after the evaluation. The KPC decides on the final assessment of prosecutors.
The Chairman of the Committee for the Evaluation of the Performance of Prosecutors is a member of the Kosovo Prosecutorial Council – Prosecutor Veton Shabani, while the members of this committee are the Prosecutor in the Office of the Chief State Prosecutor, Aleksandër Lumezi and the Prosecutor of the Basic Prosecution in Prizren, Nazan Shero.
