Workshop held to finalize the draft Administrative Instruction on the guiding norm and Guidelines for the Code of Ethics of State Prosecutors

Prishtinë, 15 May 2025 – In the framework of amending and supplementing the administrative instructions related to strengthening work capacities and respecting ethical principles in the prosecutorial system, the Committee on Normative Issues of the Kosovo Prosecutorial Council has organized a workshop with the aim of finalizing the draft Administrative Instruction for setting the guiding norm and the Guidelines for the Code of Ethics and Professional Conduct of State Prosecutors.

Present at this workshop are the Deputy Chairperson of the KPC, Ms. Jehona Grantolli, the Acting Chief State Prosecutor, Mr. Besim Kelmendi, the Chairman of the Committee for Normative Issues, Mr. Armend Zenelaj, members of the Council, prosecutors from the Office of the Chief State Prosecutor, the Deputy Chief Prosecutor and prosecutors of the Special Prosecution, the National Coordinator for Combating Economic Crime, members of the Advisory Committee on Prosecutorial Ethics, chief prosecutors of prosecution offices at the national level, as well as the Director General of the KPC Secretariat with the administrative staff and the Director of the Prosecution Performance Review Unit.

From the outset, Mr. Zenelaj, Ms. Grantolli and Mr. Kelmendi emphasized the importance of drafting a clear and enforceable guideline for the annual indicative rate, which sets out expectations for the completion of criminal cases by prosecutors of departments of basic prosecution offices, the Appellate Prosecution Office and special departments in the Special Prosecution Office.

On the occasion of the final treatment of this administrative instruction, the participants emphasized that it is based on clear criteria for calculating and fulfilling the norm, the selection of cases and the level of their complexity, since the determination of the guiding norm is one of the key elements for the effective management of work in the prosecutorial system.

Also, during the next sessions, the finalization of the draft of the Guide to the Code of Ethics and Professional Conduct is foreseen, where there will be discussions and proposals on the necessity of respecting ethical standards by prosecutors, as a key factor for strengthening the rule of law and increasing citizens’ trust in justice.

This workshop will continue its work tomorrow and after the complete finalization of these bylaws of the prosecutorial system, they will be sent for public hearing and then for approval at one of the KPC meetings.
