The Handbook on Mediation Procedures is published

Pristina, January 30, 2020 - The Kosovo Prosecutorial Council and the Kosovo Judicial Council in cooperation with UNDP today published the Manual on Alternative Judicial Mediation Procedures for the Settlement of Disputes between the Parties, attended by the Chairperson of the KPC, Bahri Hyseni, Chairperson of the KJC, Skender Çoçaj, prosecutors, judges, other representatives of the justice system and embassies in Kosovo.

The Chairman of the Prosecutorial Council, Bahri Hyseni, said in his speech that the Handbook on Mediation Procedures will be an important document that prosecutors, judges and professional staff will have access to daily, as it provides easy access to the practical resolution of conflicts and disputes in extrajudicial proceedings, guarantees the reduction of cases and the more efficient functioning of the rule of law, as well as the greater advancement of this procedure for the resolution of criminal and civil cases in Kosovo.

In this context, the Chairman of the Judicial Council, Skender Çoçaj, also highly praised the role and importance of the publication of this handbook, saying that mediation procedures will directly affect the increase of efficiency, improvement of the performance and image of the judicial system, increase public credibility, as well as providing easier and faster alternative solutions for citizens, significantly improving the judicial system.

Also, the author of the Handbook, Prosecutor in the Office of the Chief State Prosecutor, Besim Kelmendi, has consequently talked about the content, the challenges faced during the work, the identification of key issues and the practical implementation of this by-law, citing the inclusion of domestic violence as a special innovation.

On the other hand, following the meeting devoted to this handbook, whose drafting and publication is supported by UNDP and funded by the Norwegian Embassy in Kosovo, a debate was held on its implementation in judicial and prosecutorial institutions, whereby the speakers have pledged to overcome any difficulties and challenges, by providing the unsparing support for its use to facilitate alternative procedures.
