THE ANNUAL CONFERENCE OF STATE PROSECUTORS IS HELD

Prishtina, March 25, 2023 – The Annual Conference of State Prosecutors was held today, organized by the Office of the Chief State Prosecutor and supported by the American Embassy in Kosovo.

Acting Chief State Prosecutor, Besim Kelmendi, has emphasized that credible international relations show that Kosovo has achieved significant results in the rule of law, not only in the region but also at the world wide, where the Prosecution System has played a decisive role in these successes. “These recent successes are being accepted even by those who have continuously criticized and continue to criticize the Prosecution System. Arrests of public officials, seizures, the destruction of some criminal groups and the destruction of some laboratories for the processing of narcotics, are just some of the successes that the representatives of other powers in Kosovo talk about, and this is a better argument that even those who criticize us and accept the successes of our work” said Kelmendi.

In addition, Kelmendi emphasized that during 2022, the State Prosecutor received 50,998 criminal reports, while he managed to resolve 44,247 criminal reports, or 86.76% of the cases received during the reporting period.

Likewise, Kelmendi has called on everyone to show greater dedication, professionalism, integrity and responsibility in fulfilling constitutional and legal duties in the future, to play a more active role in strengthening independence, impartiality, transparency and accountability, in order to strengthen citizens’ trust in the Prosecution System.

Acting Chief Prosecutor Kelmendi has given a special thanks to civil society, which has often had constructive positions, as was the case of their reaction to the drastic reduction of salaries for prosecutors and judges, but also making positive criticisms of the Prosecution System. These criticisms have been and will be an impetus to improve our work in the interest of citizens and justice.

With their speeches at this conference contributed the following, the Chairman of the Prosecution Council of Kosovo, Jetish Maloku, and the Chairman of the Judicial Council of Kosovo, Albert Zogaj, as well as John Hanley, Legal Counselor at the American Embassy, who saluted the works of this conference.

During this conference, various topics were presented and discussed, such as the Objectives of the State Prosecutor for 2023, Presentation regarding the changes in the Code of Criminal Procedure, Application of alternative procedures by state prosecutors, Criminal offenses against sexual integrity and domestic violence, Criminal offenses of corruption and economic crimes, as well as the presentation of the Wake Forest Program by representatives of the American Embassy in Kosovo.

In addition, during this conference, elections were held for the election of the Chairman and Vice-Chairman of the Association of Prosecutors of Kosovo. With the majority of the votes of the prosecutors, the President of the Association was elected the Prosecutor of the Special Prosecution, Naim Abazi, while the Vice-chairman of this association was elected, the Prosecutor of the Basic Prosecution of Prishtina, Ali Ajdini
