Speech of the Chairman of the Kosovo Prosecutorial Council, Jetish Maloku, on the occasion of the Week for the Rights of Crime Victims

Honorable Chief State Prosecutor, Mr. Aleksandër Lumezi,

Your Excellency, Mrs. Vjosa Osmani, President of the Republic of Kosovo,

Honorable Minister of Justice, Mrs. Albulena Haxhiu,

Honorable President of the Supreme Court, Mr. Enver Peci,

Honorable ambassadors and leaders of local institutions and representatives of international institutions,

Honorable Chief Prosecutors of Prosecutions, Prosecutors, Lawyers, Presidents of Courts, Judges, Policemen and You Protectors of Victims of Crime and others present,  

I am honored to be part of this conference today and on behalf of the Kosovo Prosecutorial Council I present the commitments related to the protection of crime victims.

As Chairman of the Prosecutorial Council, I highly appreciate the commitment of the institution of the State Prosecutor and the Office for the Protection and Assistance of Victims in their daily mission to help and protect all those affected by crime and at the same time congratulate all the institutions of The Republic of Kosovo who through their work provided assistance and protection in various forms to victims of crime.

The protection of victims of crime is of particular importance, not only professionally but also humanely, given that the effects of crime have ongoing emotional and physical implications.

The Kosovo Prosecutorial Council is constantly committed to providing the necessary sub-legal and technical infrastructure for the protection of victims' advocates and will continue to provide support, based on the competencies it has, in order to increase the efficiency of the work of all advocates for victims of crime.

In this regard, without a doubt, the Kosovo Prosecutorial Council will have as a priority the continuation of the consolidation of institutional mechanisms, which provide assistance and support to all victims, so that victims of crime are not forgotten during the administration of justice, but feel safe and protected both physically and psychologically. Therefore, effective protection of victims of crime is vital for a fair, functional and genuine legal system.

The presence and role of prosecutors should not only be seen as a symbolic commitment, but, above all, have a very active role, which strongly represents the interests of victims of crime, in order not to feel lonely and without the support of relevant institutions. Therefore, helping and supporting victims of crime removes any of their concerns about the unknown and their fear for their safety.      

In this regard, one of the main pillars is very important, with which the system responds to this assistance and their support is also the compensation for the damage suffered, as a form of assistance and material, health, psychological and social support.

Criminal proceedings should never increase the suffering of victims of crime, so we will work hard to establish efficient mechanisms within the prosecutions of the Republic of Kosovo, in order to protect and provide assistance to victims of crime.   

In this regard, we have had great support in this area from our international friends, to whom we are very grateful. In particular, I commend the assistance of the US Embassy in Kosovo, which from the beginning until today has contributed in various ways to advance the rights of victims of crime.

Finally, I urge you all to work for every case, every victim and every prosecution to be treated with dignity and on time. In this way, we strongly believe that by protecting the victims of crime we are building a peaceful, safe and healthy environment for our entire society.
