The KPC has adopted the Regulation on the Election of Chief Prosecutors

Pristina, 1 August 2019 - Kosovo Prosecutorial Council (KPC), chaired by Chairman Bahri Hyseni, held its 170th meeting in which it has reviewed and approved a number of important issues.

Consequently, after a long debate, the KPC has adopted the Regulation on the Appointment of the Chief State Prosecutor and Chief Prosecutors of the Republic of Kosovo, which was presented by the Chairman of the Committee on Normative Issues, Zejnullah Gashi, designed in full cooperation with international partners, civil society and other relevant stakeholders, which guarantees the implementation of transparency and meritocracy, including respect for integrity and professionalism, whereby the process of appointing chief prosecutors will be ensured through an independent KPC procedure.

The following decision was taken to announce the vacancy for the appointment of Chief Prosecutor of the Special Prosecution Office of the Republic of Kosovo and Chief Prosecutor of the Basic Prosecution of Pristina, as a result of the adoption of the Regulation on the Appointment of Chief State Prosecutor and Chief Prosecutors of the Republic of Kosovo.

In the meantime, the KPC has decided to establish three panels to investigate alleged disciplinary violations of prosecutors, whereby the lot of the first panel to appoint members was withdrawn by a representative of an NGO, this good practice implementation of transparency, which will continue to apply in the future.

Also, the Periodic Report January-March 2019 on Criminal characteristic Offenses of the Inter-Institutional Tracking Mechanism has been approved, which was presented by the Director of the Prosecution Performance Review Unit, Valon Jupa, which reflects the processes related to the nine groups of criminal offenses. 

The request of the Chief Prosecutor of the Basic Prosecution Office of Mitrovica for the temporary transfer of a Prosecutor from the General Department of Basic Prosecution of Ferizaj to the General Department of Basic Prosecution of Mitrovica was also approved, whereby the KPC has transferred the Prosecutor Duško Manitašević due to the aforementioned request.

The chief prosecutors of all prosecutions have also reported at today's meeting of Kosovo Prosecutorial Council for the achievements and challenges in the first half of this year.  

During this meeting, the KPC adopted the Report of the Committee on the Transfer and Advancement of Prosecutors, where it advanced Prosecutor Ismet Tofaj from the General Department to the Juvenile Department of Basic Prosecution in Gjakova. In addition, following the approval of the Report of the Committee on the Transfer and Advancement of Prosecutors, KPC has permanently transferred Prosecutor Ariana Shajkovci from the Department for Juveniles to the Department for Serious Crimes of the Basic Prosecution in Prizren.
