Developments in the administration of the Kosovo prosecutorial system are presented

Pristina, 17 January 2020 - In the framework of the Annual Conference of Prosecutors, the General Director of the Secretariat of the Kosovo Prosecutorial Council, Lavdim Krasniqi, spoke to the attendees about the administration of the prosecution system.

Director Krasniqi initially said that the administration of the prosecutorial system is divided into two parts - that of the Prosecutorial Council and the Office of the State Prosecutor, which comprises a total staff of 652 persons, 556 by the State Prosecutor and 86 by the KPC Secretariat, together with the Prosecution Performance Review Unit (PPRU).

Mr. Krasniqi emphasized that consequently the KPC Secretariat assists the Council in the implementation of rules, regulations and policies related to the management, budget and administration of prosecutions, develops and proposes administrative rules for the implementation of Council decisions, proposes to the Council policies, rules and regulations for the efficient and effective administration of the prosecutions, and, as directed by the Council and the Commission, prepares the draft budget and manages the approved budget.

Also, as directed by the relevant Council and Commission, manages the prosecution's administrative staff, including performance appraisal, and ensures that the prosecution has a proper supply of materials for proper functioning and provides administrative support to the Council, its committees and the Office of the State Prosecutor.

Within the Prosecutorial Council there is a Prosecution Performance Review Unit (PPRU), which oversees and reports on the work of prosecutors, supports the process of evaluating the performance of prosecutors and prosecutions, prepares regular statistical reports as required by the KPC and OCSP performs prosecutorial verification and supports the process of appointment, promotion and transfer of prosecutors.

The General Director of the KPSS, Lavdim Krasniqi, stated that the aim is to continuously increase the professionalism and efficiency of the work, to promote the accountability and personal integrity of officials, to reorganize and classify positions within the prosecutorial system, increasing the number of staff and reviewing work processes in line with the needs of the prosecutorial system, as well as regulating the status of administration officials according to constitutional principles.

According to him, the challenges of prosecutorial system administration are: current structure and current legal regulation, non-reconciliation of legislation for civil servants with the needs of the prosecutorial system structure, the inability to include the proposed new structure in the position classification process as set out in the Law on Public Sector Salaries, as well as the inconsistency of deadlines for the preparation of documents for the classification of positions and the drafting of relevant by-laws for reorganization.
