THERE WAS HELD THE NEXT MEETING OF KOSOVO PROSECUTORIAL COUNCIL MEMBERS

27th of December, 2013 Prishtina – There was held the sixtieth meeting of members of Kosovo Prosecutorial Council, chaired by Chief State Prosecutor, who at the same time is Chairman of the Council, Mr. Ismet Kabashi.

During the meeting of Kosovo Prosecutorial Council was reviewed and approved the Regulation on establishment and functioning of the National Coordinator, in order to increase the effectiveness in criminal prosecution of criminal offenders, sequestration and confiscation of material benefits gained through criminal offences.

Kosovo Prosecutorial Council has also appointed the National Coordinator for fighting economic crimes, Shqipdon Fazliu, from the Basic Prosecution in Gjilan.

Whereas, during this meeting was also reviewed and approved Annual Action Plan of Prosecutions` Performance Assessment Unit.

In this meeting Kosovo Prosecutorial Council has reviewed and approved the Memorandum of Understanding between KPC and KLI, regarding the Action Plan for increasing the effectiveness of KPC in the fight against criminal offences of corruption. This Memorandum shall enter into force on the day of its signing and will be effective until 31st of December, 2014.

There is worth of emphasizing that during this meeting was also reviewed and approved the proposal for taking the decision on postponing the deadline for the announced vacancy for Prosecutors for eight more days, and information that all candidates who have obtained more that 60% of scores in the preparatory exam in KJI shall be considered that have met the legal criteria.

Kosovo Prosecutorial Council has decided that the entry exam for Prosecutors will be considered passed by all candidates who have obtained over 60% of scores in the organized exam by Kosovo Judicial Institute, and to announce additional vacancy in duration from eight days from the announcement days.

Kosovo Prosecutorial Council obliges Chief Prosecutors of Basic Prosecutions, Chief Prosecutor of the Appellate Prosecution and Deputy Chief Prosecutor of the Special Prosecution of Special Prosecution of the Republic of Kosovo, that until 15th of January, 2014 to report in written and present before the KPC members the report regarding the implementation of the Action Plan for increasing effectiveness of KPC in the fight against the criminal offences of corruption.

KPC has also obliged Chief Prosecutors of Basic Prosecutions, Chief Prosecutor of the Appellate Prosecution and Deputy Chief Prosecutor of the Special Prosecution of Special Prosecution of the Republic of Kosovo, that until 31st of January, 2014 to present in written the Annual Performance Report of Prosecutions that they chair. The Report shall include: the statistical report, narrative report, and data on the budget, human resources, obstacles and challenges of 2013.

During the respective meeting KPC members were informed about the projects on building the facilities of Prosecutions in Peja, Gjilan, Ferizaj and Gjakova.

The assessment of KPC members regarding this matter is that there shall be requested from Ministry of Public Administration, that within legal provisions to not tolerate any omissions by the operators in building the facilities, in Ferizaj, Gjilan and in Gjakova.

Whereas, during the reporting by the Secretariat on the number of vehicles in Prosecutions of Kosovo, there was assessed that there is a need for increasing number of vehicles for all Prosecution offices in Kosovo.

As far as the request of the Basic Prosecution in Peja for extending the internship time for two Interns in this Prosecution, Kosovo Prosecutorial Council has decided to not allow extending the respective, for more than six months, because such a matter is already regulated by the Memorandum.

Kosovo Prosecutorial Council has decided and requested from the Commission for Budget and Finances and the Secretariat to present a written report for the budget progress for year 2013 in the next meeting of KPC.

Whereas, as far as the request for IPA projects financed by EU, KPC following the review of the request has approved the proposition to submit a request to IPA to continue the current project for supporting Kosovo Prosecutorial Council.

KPC has also appointed Armend Hamitin, Prosecutor from the Basic Prosecution in Prishtina, to be an observer member on behalf of State Prosecutor in Euro-Just and European Judicial Network.

At the end of this meeting on behalf of KPC, Mr. Ismet Kabashi has given a Certificate of Appreciation to Naser Hasani, Manager of the Office for Analysis and Research in the Prosecutions Performance Assessment Unit in Kosovo Prosecutorial Council, for the work in the installment of two data basis for electronic case management.
