The 166th meeting of the KPC is held

Pristina, April 25, 2019 - Kosovo Prosecutorial Council (KPC) held its 166th meeting, chaired by its Chairman, Bahri Hyseni, where several important issues were reviewed and approved.

Chairman Bahri Hyseni said at the beginning of the meeting that the Kosovo Prosecutorial Council expects important processes whose realization requires increased dynamics, which will be implemented with the help of international partners in order to strengthen and advance the overall system prosecution.

Following the meeting, the Chairperson of the KPC Normative Issue Committee, Zejnullah Gashi, introduced the Regulation No. 05/2019 for Referral in the Proceedings for Mediation cases of Prosecution Offices, which was unanimously approved by KPC members, this regulation was drafted in full accordance with the Law on Mediation, which regulates the alternative ways of mediation for the resolution of criminal and civil cases by the State Prosecutor and the Judiciary so that cases are resolved faster, have lower cost of expenses and perpetrators not to be included in the evidence of the convicts, respectively, not to be stigmatized.

The Council also approved the announcements for advancement of two positions for prosecutors in the Serious Crimes Department of the Basic Prosecution in Pristina and a position for prosecutors in the Department of Juveniles of the Basic Prosecution in Ferizaj.

Meanwhile, the Director of Prosecution Performance Review Unit, Valon Jupa, has presented the analysis of the caseload of prosecutors in Prosecution Offices of Kosovo, an analysis that will serve the Council in the future to decide on policy in the recruitment process of prosecutors, and the General Director of KPC Secretariat, Lavdim Krasniqi, has submitted a report on the engagement of international experts in the prosecutorial system of Kosovo, which recommends that the engagement of international experts be done through of memorandums of understanding.

On the other hand, the Evaluation Commission Report on the Appointment of the Head of SPRK was presented by Evaluation Commission member Haxhi Dërguti, whereby members of the Council decided to cancel the competition for the appointment of the Chief Prosecutor of the Special Prosecution Office, in this context, the Council has authorized the Commission on Normative Issues to draft a Regulation on the appointment of Chief Prosecutors as soon as possible based on the legal changes and the Constitutional Court judgment.

At the end of the meeting, the Council appointed Prosecutor Afrim Shefkiu as Acting Chief Prosecutor of PRSK.
