The quality of statistical data in the prosecutorial system is discussed

Prishtinë, 16 January 2024 - The Commission for the Administration of Prosecutions of the Kosovo Prosecutorial Council, headed by Mr. Veton Shabani, together with the representatives of the Prosecution Performance Review Unit (PPRU) and the Department of Information Technology in the Secretariat of the KPC, held a meeting with the experts of CEPEJ, Mrs. Ellen Van Dael, Mrs. Lisa Gregoire and Mrs. Stephanie Lefeuvre, who work within the framework of the KoSEJ III Project of the Council of Europe, which is about strengthening the quality and efficiency of justice.

The purpose of today's meeting is to discuss the creation of the conditions needed to guarantee the quality of the country's prosecution statistics, said the chairman of the Commission for the Administration of the Prosecutor's Office of the KPC, Mr. Veton Shabani, who greeted the CEPEJ experts for providing assistance in this direction and expressed his gratitude for providing concrete cooperation within this project of the Council of Europe in Pristina.

During the discussions held on this occasion, it was emphasized that the prosecutorial system of Kosovo is extremely interested in creating the basis of success that correlates international standards and best practices for the collection, processing and storage and distribution of statistical data that emerge from the Information System for Case Management-CMIS. 

CEPEJ experts have focused on the discussion on the reliability of statistics, saying that the success of a prosecutorial system depends on the quality of data entry, the necessary conditions it provides for entering data in the created systems, the establishment of national codification rules to standardize the methods used for data entry, because, according to them, data entry must be preceded by a definition of coding principles that can be applied accurately and uniformly by certain staff members, principles these, which must be mandatory and available in written form.

What was important during the discussions was that, in addition to the transparency that is created by the statistical information, the use of the statistics of the country's prosecutor's offices facilitates the actions of improving the quality and efficiency of justice, defining a clear orientation on the way forward and dealing with criminality in a way more efficient.

The interlocutors at this meeting agreed that by working with accurate and comprehensive statistics, they should jointly engage in improving public transparency and increasing public confidence in the prosecutorial system, as well as identifying future needs, through strategic planning that enables making decisions about personnel, infrastructure and technology needs.
