Background / History
The establishment of the protection and support mechanism stems from the authority of the human rights mandate quoted in UNMIK Regulation No. 2006/12. 1999/1 of 25 July 1999 as amended by the Provisional Authority of Kosovo and UNMIK Regulation no. 2000/15 on the Establishment of the Administrative Department of Justice, and oversees the Office of the Victim Assistance Coordinator established by UNMIK Regulation No. 2000/15. 2001/4 on the Prohibition of Trafficking in Persons in Kosovo, UNMIK Regulation no. 2003/12 on Protection Against Domestic Violence.
The office functioned within the Department of Justice under UNMIK since 2002, then with the establishment of Kosovo institutions, the office moved from the Ministry of Justice to the Department of Access to Justice until November 2011 when the State Prosecutor and Minister The Ministry of Justice concludes a Memorandum of Understanding on the transfer of VAAOs from the Ministry of Justice to the Office of the Chief State Prosecutor.
