Committee for Normative Issue
Competencies of the Committee:
To review the legal basis for bylaws and other normative documents, before their approval in the Council, respectively whether they are in accordance with the Constitution, applicable laws and existing Council regulations;
Analyze and assess the suitability of existing bylaws for the functioning of the Council and prosecution offices;
Review and prepare recommendations for amending and supplementing regulations, administrative guidelines and other documents before they are sent to the Council for approval;
To review issues related to the methodology and unique technique of drafting bylaws;
To supervise the implementation of bylaws;
To consider other issues determined by this Regulation and the issues which are transferred to this Committee by a special decision of the Council;
To engage experts as needed, for certain issues in the scope of the committee with the approval of the Council;
To organize public hearings on certain issues during the drafting of bylaws;
The Committee contacts other Council committees to harmonize and unify the procedures of their work and organization.
The Chairman of the Committee for Normative Issues is the member of the Kosovo Prosecutorial Council - the prosecutor, Armend Zenelaj, while the members of this committee are: the prosecutor in the Office of the Chief State Prosecutor, Bahri Hyseni and the prosecutor in the Special Prosecution of the Republic of Kosovo, Ilir Morina.
Committee on Budget, Finance and Personnel
Competencies of the Committee:
Supports the development of policies for planning and execution of the KPC budget;
Supports the Budget and Finance Division in the budget planning process and the justification of budget requests addressed to the Assembly of Kosovo;
Advises and supports the Budget and Finance Division in selecting instruments and methods for setting standards for economic lines;
Review the annual budget proposal and submit remarks and recommendations;
Provides justifications and arguments in support of the annual budget for presentation and defense before the Assembly of Kosovo;
Reports to the KPC on the execution of the budget on a regular basis, and / or according to special needs;
Reports to the KPC on the problems identified during the execution of the budget which affect the functioning of the prosecutions;
Communicates with the Parliamentary Committee on Budget and Finance on budgetary issues for the KPC;
Functions as a link between the KPC and actors inside and outside the country, such as the Assembly of Kosovo, the media and public opinion, on budget issues;
Drafts reports on the internal needs of the KPC and other information documents for external publication;
Follow the practices and standards of budget planning of the European Union countries and prepare the basis for the implementation of best practices, as applicable, for the KPC;
Relies on assessing the training needs of prosecutors, financial officials, and / or other relevant staff on financial matters and proposes a training program that meets the needs.
Examines other issues determined by this Regulation and the issues which with a special decision by the KPC, are transferred to this Committee;
Proposes experts on certain issues in the scope of the Committee with the approval of the KPC;
The Chairman of the Committee on Budget, Finance and Personnel is the member of the Kosovo Prosecutorial Council - the prosecutor, Ariana Shajkovci, while the members of this committee are: the Prosecutor of the Special Prosecution of the Republic of Kosovo, Haki Gecaj and the member of the Kosovo Prosecutorial Council - prosecutor, Bedrie Syla-Alshiqi.
Commission for the Administration of Prosecutions
Competencies of the Committee:
Preparation and recommendation of policies for the administration of prosecutions, including:
The Case flow management including management through the electronic system;
Management of facilities and property of prosecutors;
Public access to the prosecution and increasing the efficiency of administration services;
Unification of administration practice in all Kosovo prosecution offices, and
Periodic assessment of the caseload in the prosecution office, the need for prosecutors and additional staff and their specialization;
Inspection of keeping records and evidence in the prosecution offices;
Creating and coordinating programs and projects aimed at improving the administration of prosecutions;
Supervise and report to the KPC on the implementation of normative acts, policies and strategies related to the administration of prosecutions;
Recommendations on the activities and requirements of the Prosecution Performance Review Unit and the Committee for the Evaluation of the Performance of Prosecutors;
At the request of the Council, it addresses other issues related to the administration of the prosecution;
The committee has the right to establish working groups in order to administer the prosecutions.
In its work, the Committee also coordinates its work with other Council committees on related issues.
The Chairman of the Committee for Prosecution Administration is the Deputy Chairman of the Kosovo Prosecutorial Council - Prosecutor Veton Shabani, while members of this committee are: the Deputy Chief State Prosecutor, Sevdije Morina and a member of the Kosovo Prosecutorial Council - Prosecutor Jovo Radovic.
Committee for Performance Evaluation
Competencies of the Committee:
The Committee has the competence to evaluate the performance of prosecutors during the initial term and the regular evaluation of prosecutors, based on the procedures established by law, this Regulation and other acts approved by the KPC.
In the exercise of its activities, the Committee will have access to the complete information, files, cases and statistics of the prosecutor subject to the evaluation process.
Upon completion of the evaluation, the Committee proposes the grading of the prosecutor according to the levels: insufficient, sufficient, good and very good.
The Committee issues a final report with the proposal for evaluation of the respective prosecutor, a report submitted to the KPC, not more than one month after the evaluation.
The KPC decides on the final evaluation of the prosecutors.
Chairman of the Committee for Performance Evaluation of Prosecutors is a member of the Kosovo Prosecutorial Council - prosecutor, Veton Shabani, while members of this committee are: the prosecutor in the Office of the Chief State Prosecutor, Aleksandër Lumezi and the prosecutor of the Prosecution Prizren, Nazan Shero
Coordinator
Shqipdon Fazliu
National Coordinator for Combating Economic Crime appointed on the basis of administrative instruction issued by the Kosovo Prosecutorial Council.
Its mission is to promote, coordinate, monitor, evaluate and report on the activities of all public and private institutions in relation to the prevention, detection, investigation, prosecution, and punishment of crimes that generate property benefit.
He has successfully completed the Master degree of Criminal Law at Wake Forest University in the United States of America, Faculty of Law at the University of Prishtina and has 13 years of experience in law enforcement and during this period is noted for the excellent performance.
z. Fazliu has worked as a legal expert at the ICON Institute, has headed the office as a legal manager in the Civil Rights Project (former Norwegian Refugee Council).
In 2005, Mr. Fazliu is licensed to practice the profession of judge / prosecutor.
Since 2010, he has worked in the Municipal Prosecution Office in Gjilan, at the General Department and his relatively long work experience with various organizations has served him very well in legal analysis, legal interpretations, etc.
He fluently speaks English and Serbian.
The Council has its own standing committees as follows:
1. Committee on Normative Issues;
2. Committee on Budget, Finance and Personnel;
3. Committee for Administration of Prosecutions and
4. Committee for the Performance Evaluation of Prosecutors.
The council may also establish other temporary or permanent committees, as needed.
